Background:
USAID’s Monitoring and Evaluation Support Activity II in Bosnia and Herzegovina (MEASURE II) is a five-year activity launched in September 2019. MEASURE II provides USAID and its implementing partners with on-demand monitoring, evaluation, assessment, and research support. Currently, MEASURE II is preparing to conduct an evaluation in the energy sector in BiH.
 
Call for expressions of interest:
We are looking for expressions of interest from consultants with subject-matter expertise in the energy sector, particularly electricity and/or natural gas markets, BiH’s energy legislative, regulatory, and policy framework, Energy Community (EnC) Treaty obligations, clean and renewable energy, and energy efficiency.
Previous experience in conducting program evaluations per USAID standards, including experience designing, leading, or supporting data analysis for evaluations, will be an advantage.
 
General scope of work to be performed:
The selected consultant(s) will work on the following tasks: 
  • contributing to development of a research work plan
  • providing methodological/subject-matter orientation training to members of the research team
  • conducting a literature review
  • developing data collection instruments
  • conducting data collection (i.e., through key informant interviews, focus group discussions, surveys)
  • performing quantitative and/or qualitative data analysis
  • preparing and/or delivering presentations of research findings
  • preparing research reports
  • drafting answers to comments received on the draft research report 
  • preparing the final research report, and
  • addressing comments and finalizing the research report
The selected consultant(s) will work as part of an evaluation team with the support and cooperation of MEASURE II staff. The contract of the selected consultant(s) will specify their precise scope of work, deliverables, and reporting requirements, as well as the level of effort which can vary from 20 to 50 workdays depending on the selected consultant’s role and composition of the evaluation team. The consultant will be required to produce deliverables that meet high quality standards and strict deadlines in each phase of the research.
 
General timeframe for performance of work:
The task referred to above is tentatively expected to begin in second half of March with some slow-entry activities. The most intensive activities would take place between mid-April and mid-July 2023 (with some possible additional lower-level engagement until September 2023). The exact timing is dependent on the date when the official task order is received from USAID/BiH.

Formal requirements:
Education:
Master’s Degree (at a minimum) in social sciences, economics, law, electrical engineering, monitoring and evaluation, development studies or a related subject-matter field.
 

Experience:
The Subject Matter Expert must have minimum 10 years of professional experience in Bosnia and Herzegovina with legislative/regulatory, institutional, and policy reforms in the electricity and/or natural gas sector(s) and related to their integration into the regional and EU markets within the Energy Community framework. Professional experience working and/or conducting research in the electricity (and/or natural gas) markets in Bosnia and Herzegovina is an advantage. 

 In addition:

  • BiH citizenship is required.
  • The candidates should have a sound understanding of and firm commitment to USAID’s Mission, Vision, and Values.
  • A response to this Call for Expression of Interest (CEOI) does not automatically ensure that a candidate will be selected to participate in future procurement actions.
  • Interested candidates must provide full, accurate, and complete information as required by this CEOI. If at any time MEASURE II determines that an offeror has provided false statements in the response, MEASURE II may reject the response without further consideration.

Application process:
This CEOI is open for 10 days from the date of this announcement. 
In this phase, interested candidates should submit their application packages, which will include:
  • Curriculum Vita (CV) not exceeding two pages of length
  • Reference list with three references (name, phone, e-mail) 
  • Two pieces of written work in English authored by the candidate that demonstrate her/his methodological approach, analytical and drafting skill, and/or relevant subject-matter expertise. These can be provided as attachments with the Expression of Interest or as links to actual online documents.

Only shortlisted applicants will be contacted. If shortlisted, candidates will have to submit additional documents and provide additional information, including a short verification of English writing skills.

This CEOI does not represent a commitment on behalf of either MEASURE II or USAID. MEASURE II is not obligated to pay any costs associated with the preparation of a response to this request. MEASURE II retains the right to cancel the procurement for candidates in any phase and without obligation to offer justification at any stage before the contract is signed.

  • MEASURE II may reject any or all Expressions of Interest
  • MEASURE II reserves the right to disqualify any Expression of Interest based on the candidate’s failure to follow the CEOI instructions
  • MEASURE II will not compensate candidates for the effort of preparing the response to this CEOI
  • MEASURE II may choose to award only part of the activities in the CEOI, or issue multiple awards based on the tasks described in this CEOI activities
  • MEASURE II may request from short-listed candidates a second or third round of either oral presentations or written responses to a more specific and detailed statement of work.
