Midterm performance evaluation - sppg

This midterm performance evaluation of the Supporting Political Pluralism and Good Governance Processes (SPPG) in Bosnia and Herzegovina assessed the activity’s progress towards expected outcomes and the effectiveness of its interventions. SPPG is a 4-year, $4 million democracy and governance activity implemented by the Consortium for Elections and Political Process Strengthening (CEPPS), which commenced in September 2019. It was designed to foster increased pluralism in BiH’s political life and support the development and adoption of campaign approaches and good governance practices that reflect citizen concerns by improving issue-based campaigning in BiH prior to 2020 municipal and 2022 general elections and strengthening policy-driven governance after the elections.

The evaluation addressed the activity’s outcomes in strengthening the capacity of parties/coalitions/candidates to conduct issue-based campaigning and develop policy and campaign platforms; building the capacities of issue-based caucuses to promote anti-corruption reform; improving political leadership and voter turnout among women and youth; Advanced Leadership in Politics Institute’s (ALPI) contribution to increasing cross-party cooperation; utilization of the International Foundation for Electoral Systems (IFES) recommendations to support electoral reforms in BiH; and sustainability of SPPG interventions aimed at enhancing the capacity of political parties for issue-based policy development and cross-party collaboration.

 


 



 

The evaluation team employed a rigorous mixed-methods design including an extensive desk review of the relevant activity documentation and secondary data sources, analysis of key informant interviews (KIIs), and focus group discussions (FGDs), as well as two online surveys conducted with party representatives and local council candidates. To develop credible findings and derive conclusions and recommendations, the evaluation team triangulated data among different sources to cross-validate data and capture different dimensions of the researched questions.
